Olayan Descon Industrial Company is hiring potential candidates (Saudi Nationals & Expatriates on transferable visas) for below-mentioned positions. 

Human Resources Manager

Location: Jubail, Eastern, Saudi Arabia

  • To lead, direct and manage the Human Resources function, ensuring effective development and implementation of strategies, processes, policies and procedures in accord with the KSA laws & regulations, aligned with global best practices, and thereby facilitate effective management of HR in alignment with the business strategy.


Develops the department strategy in line with the company strategy to ensure vertical alignment and horizontal integration with other interfacing strategies across the company

Ensures that related strategic plans are developed and implemented, and aligned with the vision & mission of Organization and according to the guideline given by Board of Directors.

Policies, Processes & Procedures

Oversees the development and implementation of policies, procedures and controls covering all areas of the function so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.


Oversees the consolidation and recommends the department budget and monitors financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential areas of cost reduction or performance.

Reward Management

Directs and oversees the development & management of the reward strategy in line with global best practices in order to manage internal equity, market competitiveness and overall employee satisfaction & performance while ensuring alignment of the business units.

Ensures effective management of all reward issues (such as on grading, job descriptions and evaluations etc) in order to ensure competitiveness and overall employee satisfaction & motivation.

Directs the effective management of employee redundancy, retirement and severance processes and ensures effective administration of the monthly payroll to ensure timely salary administration to all employees while leading the generation of the year-end payroll reports for managerial decision making.

Recruitment & Mobilization

Directs and oversees the development and management of manpower & recruitment strategies in line with the business strategy to meet the organisational requirement while promoting the company as an employer of choice.

Ensures compliance of approved manpower & recruitment strategies by the team and supports the achievement of set parameters, quality standards in the staffing process across the organisation.

Be involved and direct the hiring process for “key & critical roles” to ensure suitable talent is available for these positions in a timely manner.

Ensures the development and effective administration of a comprehensive on boarding process for all new employees in order to support the orientation to the culture and values.

Ensures that all the selected candidates are mobilized according to the timelines to ensure smooth running of the projects.

Performance Management

Directs and oversees the development & implementation of performance management strategy in line with global best practices in order to support the establishment of a performance culture and facilitate organisational excellence across all roles .

Talent Management

Build, drive and direct the organisational capability through resourcing, engaging and retaining quality talent committed to deliver and achieve business results.

Employee Relations

Directs and oversees the development and implementation of employee relations strategies to build, maintain and enhance relations, ensuring all employee grievances; issues are resolved effectively and thereby fostering an effective employer –employee relationship.


Manages the effective achievement of departmental objectives through the leadership of the department – setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximise subordinate and departmental performance.

Direct and oversee the development and management of company’s Saudization strategy in line with Nitaqat.

Change Management

Leads and directs the management of change through continuous improvement of departmental systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.


Ensures that all department reports are prepared timely and accurately and meet company and department requirements, policies and standards.

Government Relations

Manage the processing of visas and invitation letters to ensure that the business operations face least disruption possible

Manage the renewal of business permits and commercial licensing to ensure that the organization is compliant with various regulations and laws

Apply for new registrations and licenses as and when there is a business requirement to ensure continuous business operations

Manage the ongoing relationship and liaison with Royal Commission and Ministry of Interior in order to ensure that the organization’s interested are well represented and protected at all levels

Ensures employee ID cards are prepared for company and client site access in order to ensure a speedy mobilization process..

Coordaining with Legal team for all lawsuit and advise bunions team on how they can work with very safe manner.


Minimum Qualifications:

§ Bachler Degree in human resources or business administration .

§ HR qualification is Preferable

Minimum Experience:

6+ years relevant experience in Contracting Engineering including at least 4 years in positions of progressively increasing managerial responsibilities

Mechanical Engineer (Saudi Nationals)

1/ Jr Engineer (Mechanical)/ Maintenance jobs

  • Bachelor’s Degree in mechanical engineering with 2 to 5 years of experience in execution of plant maintenance / shutdown turnaround jobs.

2/ Jr Engineer Production/ Manufacturing

  • Bachelor’s Degree in Mechanical Engineering with 2-5 years of experience in production process of heavy static equipment’s (i.e. heat exchangers, pressure vessels, columns, etc.)

3/ Jr Engineer Sales & Marketing / Marketing Specialist

  • Bachelor’s Degree in mechanical engineering with 2 to 5 years of sales & marketing in oil and gas, petrochemicals.
  • Familiar with Saudi Aramco & Sabic portals.
  • Must have good communication skills.
  • SAP knowledge will be and added value.

4/ Jr Design Engineer

  • Bachelor’s Degree in Mechanical Engineering with 2-5 years of experience engineering and design of pressure vessels and heat exchangers.
  • Should have knowledge of COMPRESS and PV-Elite software.
  • Must have good communication skills.
