DECARBONIZATION & NZE PROJECT FEDM (Two Years Fixed Contract)

Location: Sur, Ash Sharqiyah South, Oman

ROLE PURPOSE:

The Front End Development Manager will work across the different Oman LNG departments to identify/screen Net Zero Emissions (NZE) projects, develop an NZE roadmap and coordinate the delivery of key NZE projects up to Concept Selection / Development Approval (FID). The FEDM works closely with the Projects, Technology, and Engineering Departments to ensure a robust translation of ECOP constraints into a credible, competitive, and affordable technical project scope. The FEDM is also responsible to frame the NZE portfolio including the delivery of the GHG projects, NZE studies, and the incorporation of all standards eg ISO14067/68, OGMP 2.0, and/or equivalents. Act in the position of EN with authority whenever required in his/her absence.

Key responsibilities include:

  • Closely work with the BOM to frame the NZE portfolio including the delivery of the GHG projects, NZE studies and the incorporation of all standards eg ISO14067/68, OGMP 2.0 and/or equivalents.
  • Lead multi-disciplines engineering activities and with third parties and ensure the quality and consistency of technical deliverables of the project.
  • Develop and coordinate the execution of fully integrated technical work streams through to FID. This comprises all technical aspects of delivery pre-FID.
  • Be responsible for the quality of scoping and design work, including any technology selection or development.
  • Be responsible for incorporating appropriate HSSE & SD standards and activities within the project design work as well as pro-actively assist the non-technical risk management in the wider project scope.
  • Conduct effective and realistic planning to execute the project plan, monitoring resource and budget levels.
  • Ensure project Technical and Non-technical risks are properly identified as part of the project delivery plan together with appropriate mitigations.
  • Develop and execute the Assurance Plan for the project in line with Oman LNG Project Management Framework including ITRs, VARs, etc.
  • Support industry / 3rd party partner engagements and commercial activities as required.
  • Secretary to OLNG Net Zero Carbon Action Group
  • Permanent Member of the Net Zero Carbon Steering Committee.
  • Responsible for the effective implementation of the approved Quick Wins projects
  • Responsible for establishing the framework for the development/screening of medium and long-term net-zero emission (NZE) reduction initiatives.
  • Lead the pursuit of Oil & Gas Methane Partnership (OGMP 2.0) standard in methane emission reporting and management

QUALIFICATIONS AND EXPERIENCE:

  • B.Sc. in engineering in relevant streams like Chemical, Process engineering or Physics
  • Minimum 12 years of experience in oil and gas, chemical or related industry
  • Minimum 8 years of experience in LNG technical engineering field required
  • Process Engineering Technical Authority Level 2 required
  • Prior experience in Brownfield Project Development is a plus
  • Prior experience in LNG, New Energies and/or Hydrogen preferred

SENIOR MANAGER, TREASURY AND COMMERCIAL FINANCE (Two Years Fixed Contract)

Location: Muscat, Oman

ROLE PURPOSE:

Oversee strategic planning and management of the long-term loans and short-term financing facilities of the company, management of interest exposure, and compliance with lending agreements. Ensure efficient and proper management and utilization of cash in order to meet the financial objectives of both Oman LNG and Qalhat LNG. Plan and lead delivery of efficient Treasury operations for the organization, including cash and bank, payments, and maintaining banking relationships.

Oversee the complete risk and insurance process and activities for Oman LNG and Qalhat LNG including operational and other Insurance policies, management of claim settlement, determine appropriate responses to identified risks that can be transferred via use of insurance.

Oversee all responsibilities under Commercial Finance function which include executing well-controlled sale invoicing process aligned with the Sales & Purchase Agreements and all their amendments including value enhancement opportunities such as swap and diversions. This role is also responsible to oversee the full payment process to all suppliers and staff starting from invoice or payment order registration until transferring the fund to the beneficiary. In addition, to the payment process, this role is responsible to ensure compliance with the reporting requirements under Gas Supply Agreements.

Also, overall this role is responsible to advise and support the CFO & Management Team in meeting the Company’s strategic objectives. Play advisory role on SPAs, GSAs, and other agreements in relation to all financial, accounting, and control aspects. Also, be responsible to support Finance Leadership Team to establish long-term financial operational goals, strategies, plans, and policies.

This role is responsible to manage all above-mentioned activities/responsibilities for both Oman LNG and Qalhat LNG.

Key responsibilities include:

  • Lead and develop cash forecasting/modelling process by mobilizing and building relationships with key operational Department Heads in the Company. Oversee all cash flows management activities
  • Create and maintain complex project financing models (e.g., IRR, discounted cash flow, etc.) as necessary for analysis and evaluation of corporate finance and capital structure issues and proposals.
  • Deliver accurate and efficient management of the debt portfolio, by leading the analysis, identifying and making recommendations to maximize financing opportunities, leading in negotiation and execution of short-term and long-term financing transactions.
  • Oversee the loan management function of the company by ensuring that the terms and conditions of various loan agreements are complied with.
  • Maintain applicable Finance Policies, Procedures and Practices in line with IFRS, Legal requirements and Shareholder Agreements.
  • Oversee implementation and change process of the appropriate ERP capable of meeting the corporate treasury requirements and good industry practice.
  • Oversee renewal of operational and other Insurance policies and appointment of insurance claim agents, lodging of claims, documentation and recovery
  • Manage complex energy claim settlement including relevant expenses, penalties etc. as covered by applicable insurance policies
  • Determine appropriate responses to identified risks in line with OLNG’s policies for risk management, including proposing suitable risk strategies such as transferring risk (e.g. use of insurance), reducing risk (e.g. improving internal controls) or implementing strategic risk initiatives
  • Be an effective member of Finance Leadership team, with constructive engagement with colleagues and contributing to the development and implementation of corporate objectives and strategies.
  • Coach and develop the staff to ensure the minimum competency levels are met or exceeded by a yearly review of their training needs, on the job exposure, cross postings, preparation of a personal development
  • Oversee all responsibilities under Commercial Finance function which include executing well controlled sale invoicing process aligned with the Sales & Purchase Agreements and all their amendments including value enhancement opportunities such as swap and diversions.
  • Manage Commercial aspects of all Gas Supply Agreements, Sales & Purchase Agreements and associate implementation procedures.

  • Govern and oversee AP outsourcing contract and manage contractor’ performance in line with contract and service level agreements (SLA) to ensure suppliers & staff are paid on a timely basis, while ensuring adherence to all the internal controls.
  • Provide strategic Finance advisory services to various stakeholders and ensure company’s new business development opportunities are progressed effectively
  • Oversee continuous improvements & LEAN execution plan in Treasury and Commercial Finance area.
  • For respective areas, manage the development and implementation of financial policies, procedures to ensure accurate control and accounting system records are maintained

QUALIFICATIONS AND EXPERIENCE:

  • Office based role with base location as Muscat (with occasional travel to the plant location in Sur)
